GOVERNMENT of India have suggested that, in view of International Opium Commission to meet at Shanghae on the 1st January next, they should be furnished with Memorandum containing full information regarding the production, channels of export, capacity for expansion, efficiency of control, &c., of Persian opium trade with China.

Please do what you can to meet their wishes, bearing in mind near approach of date of meeting. Copy of report should be sent direct to India.
